Our client has created this new role to lead the development and delivery of a high-profile programme of work focused on employment and the labour market. The role will involve shaping policy positions, generating project ideas and leading funding proposals, designing and developing projects and programmes of work, building relationships with key stakeholders, and ensuring that the organisation’s work makes an impact on policy and practice.
You will bring expertise in applied research; a track record in developing and delivering programmes of work; and experience in business development and, ideally, a strong understanding of policy making or communications or public affairs. The split between research programme and policy/impact duties will be approximately 70:30.

In this role, you will:
- Design and lead research and development programmes and projects, particularly on employment and the labour market
- Work with colleagues to identify and secure income including through proactive approaches to funders and partners, responding to tenders and calls for proposals, and through the development of products and services
- Develop and maintain effective relationships and networks with key stakeholders involved in relevant policy, delivery and research fields – including national and local government, other national/local agencies, trusts and foundations, service providers, and other research centres and think tanks
- Keep up to date with key developments in policy, research and practice, especially on employment and the labour market, apprenticeships, and on low pay and progression
- Coordinate across all programmes to develop policy, particularly on contemporary areas for influence, and play a lead role in the development of influencing strategies
- Work closely with the policy and communications team to inform digital communications strategy, press and media engagement, events, and public affairs work, ensuring that their work achieves maximum impact with key audiences
- Line manage and support the development of a small team.
Candidate:
- Degree or equivalent qualification, or evidence of equivalent experience
- Good quantitative and/or qualitative research skills, with an ability to design, develop and utilise appropriate methods to deliver high quality research and policy work
- Experience of working in or closely with a policy, communications, media and/or public affairs team
- Excellent written and spoken communication skills, with proven ability to communicate complex ideas clearly and compellingly
- Excellent networking skills with experience of building strong relationships with a wide range of stakeholders
- Demonstrable skills in generating project ideas and writing proposals, with a proven track record of securing funding
- Proven track record in designing and delivering high quality projects and programmes of work in a fast-moving environment to meet funder’s requirements
- Strong people-management skills with experience in supporting professional and personal development.
